Our irrelevant president is now trying tax “reform” to distract us. But this is one item in his bag of tricks that has a shot with Republicans who control the House and Senate. They’re eager to please donors by cutting taxes for corporations and the wealthy.
Still, getting it passed means getting away with a big lie from the Reagan years — that middle class jobs grow and their incomes rise as the rich lavish their tax cut proceeds on them. This so-called trickle down policy was also supposed to boost tax revenues as the economy boomed from investment-friendly tax cuts. Instead we got historic deficits.
Reagan could sell this fraud because many more Americans believed in him than they do this president. Trump has told so many lies he’s lost credibility to tell us what time it is. Most Americans think he’s a train wreck.
More than half of the voters think Trump is “tearing the country apart” according to a just-released FOX News poll. It should not be difficult for most to see that his tax plan would be a fiasco.

Here is the briefing from yesterday afternoon. There is some good news in it. The bad news is that even if they do bring vessels in the highways are still shut down. The crews who offload the containers are not able to get to work. There are no trucks to move it out. At least the Galveston cruise ship can finally make port.
The Captain of the Port, Sector Houston-Galveston posted Port Condition Recovery as of 1400 hours today. It is recommended that a complete copy of (MSIB 12-17) be reviewed, however the gist of the MSIB is that vessel transits within the Sector shall be permitted as follows:
Vessel movements are still restricted within the Sector Houston-Galveston Area of Operations and this will be managed by the Captain of the Port, Vessel Traffic Service and Port Coordination Team.
All vessel transits are limited to daylight hours only.
For the Port of Texas City, Port of Galveston and the Port of Freeport, the draft is restricted to 33 feet or less.
For the Port of Houston, the draft is restricted to 37 feet or less.
Post-storm assessments indicate severe currents and hazards on the Upper Houston Ship Channel from the Upper Houston Ship Channel from Morgan’s Point inbound to the Turning Basin, and that portion of the channel remains closed for vessel movements until conditions improve and more information is obtained.
Previously, limited vessel movements were being permitted by VTS above Morgan’s Point on a case-by-case basis, however this MSIB rescinds that and all traffic is now restricted.
National Weather Service: The center of Tropical Storm Harvey continues moving off to the northeast. Winds in the area continue to decrease and the small craft advisory for the region has been lowered. Current winds are West to NW of 15 knots dropping to 10 knots overnight and below 10 knots tomorrow.
US Army Corps of Engineers advised they are still coordinating surveys and they are tracking the data on the website. Data on the entrance channel and Houston Ship Channel should be completed tomorrow. Texas City should be finished by tomorrow. Additional assets have been contracted and will be arriving tomorrow and Friday.
NOAA advised that several boats from the various pilot associations have complete initial surveys of the various area ship channels and reported seeing no problems other than minor shoaling. Several NOAA boats are going to be working beginning tomorrow morning that will provide additional data to the ongoing surveys being conducted by USACE and other, private survey assets. A larger boat is expected to arrive tomorrow that will be able to survey from the Galveston Seabuoy into the jetties, and that data would then be available on Friday.
USCG Houston-Galveston Vessel Traffic Service confirms that they will post a more legible copy of the Port Condition Recovery as soon as possible. Initial reports are positive.
USCG Houston advises they have salvage teams assisting with the sunken dry dock near Brady’s Landing, and other sunken or missing equipment. All facilities are reminded that they must complete a post-storm assessment form and provide those to USCG before their terminals will be allowed to receive vessel traffic; numerous terminals have already filed. Once the forms have been received, they will be scheduling facility inspections as quickly as possible. Terminals must have completed this post-storm assessment prior to being allowed to receive traffic.
USCG MSU Texas City has started facility inspections based upon post-storm assessment reports they’ve received. They have also begun working on ATON surveys and restorations. Initial reports are positive.
Port of Houston asked for clarification of the MSIB, that if the post-storm assessment had been submitted by the terminal then they were permitted to receive traffic, even if the USCG had not inspected the facility. The answer was yes, they are permitted to receive traffic.
Houston Pilots reported that they sent a boat out this morning to run from Morgan’s Point to the bar. Only one buoy in the channel appears to be off station. The Pilots are concerned about currents in the channel and as such are watching conditions closely. The conditions of currents may impact vessel scheduling.
Galveston-Texas City Pilots were not on this call. Previously they advised they sent a pilot boat out to survey their area and things appear to be in fairly good shape. Only one ATON was damaged.
Brazos Pilots reported they took the pilot boat out this morning for a broader assessment of the channel and they are confident that traffic can resume at Freeport. However before moving any ships they must get the harbor tugs back into the port and the mooring company needs to get their crews back in town. Once vessels start moving the additional information collected will permit traffic to quickly return to normal.
Port of Galveston advised they are working to get the port ready to receive the cruise ships.
Port of Freeport advised they are working to get ready to receive ships. Although the pilots were not on the PCT call, from previous emails today we learned the following: The Freeport pilots were able to take their pilot boat out this morning for a broader assessment of the channel. Again the channel remains clear and with improvements in currents & sea conditions we are getting closer to moving vessels. Pilots would like to know that docks must be certified & information provided to CG. Overall it looks like the docks are working in coordination to get this done. Freeport harbor tugs have to return from their safe harbor in Galveston. Pilots now anticipate opening only for daylight traffic and draft restriction of 33′. However they expect this to increase rapidly once they make a few runs & more surveys come in. Pilots are working closely with the CG to get information to them to get approval to open the channel.
Port of Texas City advised they are in pretty good shape. They are still doing surveys and are working to get the port ready to receive traffic.
G&H Towing reported having 10 tugs moved to Barbours Cut; 5 tugs will be moving to Port of Houston. These tugs were moved to facilitate crew changes and provisioning. They hope to run 2 tugs to Freeport today after permission given by USCG to move them. 2 tugs are in Texas City. A few tugs still in holding positions.
CBP Houston Seaport plans call for the opening of the Houston office tomorrow. Agents should please check on the status of the Freeport and Galveston office tomorrow Thursday morning.
Area ports and terminals on standby: Numerous personnel representing port authorities, terminals and facilities were on the call and reported they are standing by awaiting improvement of conditions. Discussions have begun amongst the various industry representatives to develop priority ship lists.
Agents are reminded to keep eNOA/D’s current. As vessel priorities and initial boarding schedules are taking place agents are encouraged to maintain close contact with pilot dispatch offices.The Coast Guard Sector office is working with very limited internet access and this is effecting the broadcast of the NVMC Cleared to Enter list, so it is imperative that you communicate with the Coast Guard to confirm a valid NOA has been submitted & the vessel is on the CTE prior to pilot boarding.

Bloomberg: Chemical Plant in Texas Explodes After Hurricane Damage
French chemical company Arkema SA said its plant in Crosby, Texas, was hit by explosions after a major flood caused by Hurricane Harvey knocked out power supplies that are needed to refrigerate volatile chemicals.
Having already lost its electricity supply and backup generators, two explosions and black smoke were reported at 2:00 a.m. local time, the company said in a statement on Thursday. Arkema had already evacuated workers, and local authorities had cleared the area prior to the blow.
As Arkema stores organic peroxides at several locations on the site, the threat of additional explosions remains, it said, adding that the best course of action is to let the fire burn itself out.
Harvey made landfall on Aug. 26 and has brought torrential rain and the collapse of levees, dams and drains while knocking out almost a quarter of U.S. refining capacity, of which more than half is in the Gulf of Mexico region. The main difference I see in this present day blog compared with the earlier one is humor. We used to have a blast making fun of W… and I remember us as constantly swerving off topic then too. Greetings all – sorry I’ve been off for a while – live in Victoria Tx and the last week has been a tad rough. Bugged out to north of Austin which the wife spent the joy locked down in the hospital. Not too much damage – entire fence is gone, trees everywhere, skylight blew off (probably laying on the beach in Rockport) and a dog door blew out.
Just got water and electricity but we have to boil the water.
One one good light of news, Verizon gave everyone in the area free data until Sept 9th.
Just heard there’s another storm a brewing, Irma, and some of the weatherbabes have the nerve to say it has a possible track to the gulf.

It’s not just price increases at the pump. There is no gas at many places here. My coworker found some & waited in line about an hour…burning gas while waiting. Will food be replenished at the stores quickly? We have more folks to feed up here now, whether with friends/family or in shelters. (I think the last shelter count was about 35,000 here, which seems low.) We may see lines for bread, too.

I can be angry at those that let this happen because we are stuck with the repugs rule. I turn 64 this year and I can tell you things never work-out for the little or middle humans under repug rule. When they are in power? Their hand is always in my pocket, taking money and copping a cheap feel for the repugs like trump.
So I can be angry, perhaps even shaming, but it happened and we have to pick-up the pieces for the sloppiness and stubbornness of the vote. There is no purity with flawed humans. AND if we find out the vote was manipulated or rigged? We will need each other more than ever.

I was looking at c-span one sat afternoon, and heard John Haglen, I voted for his ideas to make a better United States, a better world for all of us, not just the rich. He made me believe that my vote counted. I have not had that feeling since (almost when I heard Obamas speech that prompted the dnc to groom him to be potus) Im not even close to mad at you or anyone for voting the way that you do…….it would drive me to suicide if i did let it. I see no reason to grow up and vote for the person that is put on a Popsicle stick just b/c someone told me too…..i thought that you were different that all, not just one of the flock….love ya just like i do the others here that i dont agree with at times.

Hi all, just got back from campus. Our 2 high schools are relatively good – minor flooding, a window or two blown out. We were disinfecting all of the tables and desks due to some areas having water. Our rooftop air conditioning units blew off somewhere – so it’s going to be hot and muggy in the rooms – should be quit miserable – none of the windows open up.
We lost a couple of elementary schools and many others seriously damaged. The PooBahs are meeting this afternoon to figure out what to do.
Rockport completely lost their high school and Calhoun High down in Lavaca was seriously damaged – not sure what they’re going to do.
A part of town (lower part and I think part of downtown) are under water because of flooding by the Guadalupe River. Every light in town is a 4-way stop so traffic is really snarled in some areas. Grocery stores are open – but don’t have a lot of dairy of meat type of stuff. Generators, etc. all gone. We’ve had electricity and water (boil alert) four a couple of days. All the houses across the street are still dark (2 different electric providers out here) which is what happens when you open the market for competition around your infrastructure. Every house I’ve driven by has a 20 ft by 6 ft by 8ft pile of broken limbs and cut up trees in the front yard by the street. Very eery looking.

The choice was never so stark, in my lifetime at least, as HRC vs. Trump. Trump said exactly who he was and what he wanted to do. Observations
Gulf Coast Texas has a long recovery coming. I know I took the last Red Cross support call for Katrina (this day 2005) in March 2010. Lessons learned will make how the process functions better than in 2005, it is just going to take time to get things done.
The shelters and feeding stations (to open soon) will be in place for many months.
The homes and businesses are not inhabitable. The water contained crap and it is now all over the place.
Dimensional lumber and drywall is going to be expensive and in short supply. If SFB kills NAFTA watch for those items to become impossible to buy.
Do watch for at least one tropical storm to hit next week. And possibly a hurricane. All bets are off if those do show up.
It looks like Irma is headed more toward NC than FL, based on the models.

Houston plans to open school the second week of September (I think they are being optimistic), and, serve kids 3 meals a day.
On the way home from the office, I saw few like driving around pumps at 3 gas stations…then driving right back out, as there was none.
The gas shortage should be over in 3-4 days, per the TX RR Commission.
They says it’s just panic-induced, but for folks who didn’t fuel up earlier, it’s a problem.

FEMA is operating, but SFB has tried to hobble it. Look for the Congress to get involved, Texas has some power. Of importance is that FEMA is not the same as 2005. However, it is still not what it was in 1990. But, we are not to the stage where FEMA has to do the family saving it had to do in 2005.

As my old guy memory gets blurry, I remember why we changed the name to Trail Mix in the ought7’s or ought8’s. During the lead-up to the ’08 elections, a fairly regular commentator was covering the Iowa primary for us. The Trail was designed to hear not only national blabber but what was going on in our respective states, regions, and locales. With some exceptions, I try to stick to my “trail” here in AZ. DVitale’s comments today were, in my humble opinion, exactly what this blog wanted to achieve as he told us about his “trail” in Texas. Craig should write a history of this site and its many iterations. And, have an honor roll of all who passed through this portal of wisdom, information, skullduggery, and shenanigans. He could write a tell all tome about the good times, the fights, the disagreements, and, yes, the sense of community with its ebbs and flows.

regarding Nash I too miss him terribly. I have written to his email on record several times, but no response, and they didn’t bounce back. He is one of the few who did not get back into the groove after our year of darkness as I wandered in the 2016 wilderness, although he did register. So if you are out there Nash, please come home!

Curious if anyone here was watching CNN twenty years ago tonight & saw what I saw: the scroll across the bottom of the screen referred to Diana in the past tense even as the reporters/commentators referred to her as still alive. Oh my goodness, I thought, she’s dead but there hasn’t been an official announcement. They knew but wouldn’t/couldn’t say.
That night I flipped channels between CNN & CBC. The CBC London reporter was visibly soused – really embarrassing & uncomfortable to watch. He quickly ‘disappeared’ as other reporters came on air. Thought about that guy since .. your job is to be prepared to go live anytime. What a night to eff up.

Craig, Do wish those who have departed would return. Of course we have lost a couple to to the passage of time, but this is one of the few places where sensible conversation remains sensible and needs a few of the formers to grace the present.
