At the State Department, for example, employees received a guidance document on Wednesday that outlined how they should develop country operating plans under the President’s Plan for Emergency AIDS Relief (PEPFAR) for 2018. This document repeatedly uses the phrase “sexual risk avoidance,” which has been defined in recent congressional funding bills as abstinence-only practices until marriage, as the primary form of sex education.
Jen Kates, vice president and director of global health and HIV policy at the Kaiser Family Foundation, said in an interview Saturday that while the document does not specifically change how much money should be spent on abstinence-only programs under PEPFAR, the heavy emphasis on it could shift priorities on how money is spent overseas.
“It’s a change, and the language in these documents does matter, because that’s what’s communicated to the teams in the field,” Kates said, adding that it’s “too early to tell” how this might translate into funding changes.

Jesse Boyer, senior policy manager at the Guttmacher Institute, said in an interview Saturday that the “rebranding” of abstinence programs with the term “sexual risk avoidance” would not make them more effective.
“It’s the continual promotion of a coercive and ideological agenda over what the science and research tells us what young people need to lead healthy lives,” she said.
A State Department spokeswoman declined to comment Saturday.

As the noose continues to tighten, attacks on Moscow Mueller grow along with the daily repression and regression of the trumpence junta. If I were Mueller? I would tell trump’s lawyers I got all of the transition emails from wikileaks. Sending whining letters to congrussians about the mean old mr. mueller — trump is losing it.
Sunday morning talking heads mentioning the rumor that Trump is going to change the regulation that allows him to fire Moeller and then fire him around the 22nd or 23rd.

Entitlement is the misidentified word of the year. You can be entitled by right (funds paid in to be retrieved with at later date with interest) or you can be entitled by rank (inheriting without investment but by station).
Congress has been stealing the investments of workers into Social Security funds almost from its creation. Now that it has be to paid back because they have already spent the money paid in to cover the debt and don’t have the funds to cover pay out to retirees that is now more than what is coming in from workers, they want to cut the amount of payout rather than reduce budgetary expenses not related to SS or Medicare.

Jamie, or in the case of us military retirees and family members who were promised benefits for life to include healthcare and defined retirement benefits based on our earned ranks and years of service. These costs should be reflected as payment of deferred income not payed while on active duty but payable post-retirement.

….Axios reported on Saturday that Mueller has gained access to thousands of emails sent and received by 13 senior Trump aides before and during the presidential transition.
Citing “people familiar with the transition organisation”, the Associated Press said the emails were transferred to Mueller’s team in September, a move of which the Trump team was not aware.
On Saturday, an attorney for Trump’s transition team sent a letter to two Republican committee chairmen in Congress, claiming the emails were provided to Mueller improperly.
Mueller was prompted to release a rare statement to the press, in which spokesman Peter Carr said: “When we have obtained emails in the course of our ongoing criminal investigation, we have secured either the account owner’s consent or appropriate criminal process.”
Analysts said the Trump lawyer’s letter was a political move rather than a sound legal gambit. A spokesman for the government agency which provided the emails to Mueller told BuzzFeed “no expectation of privacy” could be assumed by the Trump transition team.

Looking forward to reading it. Ulysses S. Grant was a very compelling character and Chernow an excellent story teller. Should make for fine reading.

Interesting development – McCain is in Arizona and will not return to the Senate to vote on the tax cut for billionaires. He could have stayed at Walter Reed and hellofacoptered in to vote, but he did not. It is still early so no real explanations were given about why go back to AZ now, but there should be by morning. I think he is near his final days and would rather go in peace at home than hang around a bunch of slime. Cochrane’s staff said he will return to vote, whenever that is. Not sounding as desperate for him, but still not good. I wonder if Stenis is still good for a Mississippi vote?

The leader of the free world spends four to eight hours a day glued to the television, and sucking down Diet Cokes.
He’s not the only angry old man who acts like that. You’ve probably got a surly loner uncle who has a similar routine.
During holiday visits you steer him to an empty room, plant him in front of the flat-screen and close the door, so the rest of the family can’t hear him screaming at CNN.
We can afford to humor our crazy old uncles because they’re relatively harmless, even when they’re jacked up on caffeine. In our worst nightmares we wouldn’t picture any of them as the president of the United States, one beet-faced tantrum away from pushing the nuclear button.
But America’s cranky old Uncle Donald is in the White House, where — according to recent, chillingly detailed accounts — mood-management requires the full-time attention of his jittery staff.
Russia is the touchiest subject.
Despite the tonnage of evidence that Vladimir Putin’s government aggressively interfered in the 2016 elections, the Big Orange Trumpster won’t acknowledge it and doesn’t want to hear about it.
Insiders familiar with the president’s daily intelligence briefings have told The Washington Post that classified information about Russian hacking and other covert activities is rarely delivered verbally to Trump for fear it will set off another rant.
Consequently, the latest intel about Russia is usually included only in the written portion of the briefings, because it is well known that president isn’t a big reader.
As disturbing and surreal as this situation might seem, there’s a comic element that practically defies satire.
Imagine the literary challenge that faces CIA analysts tasked with presenting cold facts in a way that ensures the president won’t take notice of them. This is a specialized talent.

Trump’s minders can edit his daily briefings, but they can’t stop him from parking in front of the television for hours at a time. He always finds something that lights his fuse and, if we’re lucky, all that happens next is a seething tweet.
That’s the difference between the president and your cranky old uncle who’s holed up in the back room, mainlining aspertame and “Fox and Friends.”
The only button your cranky old uncle can press is on the remote control.
Sometimes a picture is better than 1000 words. Sometimes you need to see the picture to grasp what SFB really looks like. That is no ordinary comb over.
