    Pentagon memo details plan to train over 20,000 national guard members across the US to carry out Trump’s order on subduing civil unrest

    A top US military official has ordered the national guards of all 50 US states, the District of Columbia and US territories to form “quick reaction forces” trained in “riot control”, including use of batons, body shields, Tasers and pepper spray, according to an internal Pentagon directive reviewed by the Guardian.
    The memo, signed on 8 October by Maj Gen Ronald Burkett, the director of operations for the Pentagon’s national guard bureau, sets thresholds for the size of the quick reaction force to be trained in each state, with most states required to train 500 national guard members, for a total of 23,500 troops nationwide.
    As authority, Burkett cited Donald Trump’s August executive order that deployed the guard to fight crime in Washington DC. The same order required the secretary of defense to create “a standing National Guard quick reaction force … available for rapid nationwide deployment” in “quelling civil disturbances”.
    Janessa Goldbeck, a former US Marine Corps captain and chief executive of the Vet Voice Foundation, a non-profit advocacy group, said the order represented “an attempt by the president to normalize a national, militarized police force”.
    She predicted that force would be used to send troops to states led by Democratic governors without their permission and could be used to suppress turnout and disrupt the fair operation of elections.
    In a worst-case scenario, she said, “the president could declare a state of emergency and say that elections are rigged and use allegations of voter fraud to seize the ballots of secure voting centers”.
    The Pentagon did not respond to repeated requests for comment. A spokesperson for the national guard bureau declined to comment on concerns that Trump is seeking to normalize a national militarized police force or could potentially use the force to seize ballot boxes.
    Abigail Jackson, a White House spokesperson, said: “The president has lawfully deployed the national guard to several cities either in response to violent riots that local leaders have refused to quell, or by invitation to assist local law enforcement as appropriate. President Trump and the entire administration is working to make America safe again.”
    She added: “The tremendous results from cities like Memphis and DC, where crime has significantly dropped following national guard deployments, debunk all of the fearmongering and lies from the Guardian.”
    The 8 October memo says the Pentagon will deploy military trainers to every state and US territories as far away as Guam with the goal of making the quick reaction forces “operational” by 1 January 2026. Each state will also be provided “100 sets of crowd control equipment to be used to support this requirement”.
    Among other things, the troops are to be trained how to “form Squad-sized Riot Control Formation”, how to “employ a Riot Baton as a Member of a Riot Control Formation”, and how to “Supervise a Riot/Crowd Control Operation”. National guard members are also to be trained in de-escalation of force techniques.
    Each state is to report monthly on its progress.
    Another Pentagon document reviewed by the Guardian, dated 24 September, mandates the creation of a “specialized military police battalion within the District of Columbia National Guard” that is “dedicated to ensuring safety and public order in the Nation’s capital as the circumstances may necessitate”.
    The order requires that a 50-person “full-time element of this unit” be trained and ready for utilization within 90 days and reach full strength by 2027.
    While creation of national quick reaction forces was not unprecedented, they typically occurred after a serious emergency, according to Christopher Purdy, a national guard veteran of the war in Iraq.
    In 2005, Purdy noted, more than 50,000 national guard troops were deployed after Hurricane Katrina destroyed much of New Orleans. Purdy is chief executive of the Chamberlain Network, which this week filed an amicus brief at the supreme court opposing Trump’s deployment of national guard troops to Illinois.
    Military experts said the Trump administration’s moves hearken back to an earlier era when national guard troops were frequently deployed to quell protests and disturbances, such as the 1970 Kent State shooting in which four unarmed college students were killed by the Ohio national guard.

    Trump’s announcement on Truth Social signaled a reversal of decades of United States nuclear policy that could have far-reaching consequences for relations with U.S. adversaries, though his post included very few details about what the tests would entail. The last nuclear weapon test in the United States was held in 1992, before President George H.W. Bush implemented a moratorium on such exercises at the conclusion of the Cold War.
    Trump wrote that the process would begin immediately and was in response to other countries’ testing programs.

    Kremlin spokesman Dmitry Peskov expressed shock at Trump’s statements, noting the worldwide moratorium on nuclear testing. “President Trump mentioned that other countries are allegedly conducting nuclear weapons tests, but we were not aware that anyone was conducting tests until now,” he said.
    Trump’s announcement came after Russia said it had successfully tested a nuclear-powered cruise missile, the Burevestnik, and large torpedo, the Poseidon, which are nuclear-capable weapons systems. So far, however, Putin has abstained from testing a nuclear weapon or carrying out a nuclear detonation.
    “If he is referring to the Burevestnik tests, then these are not nuclear tests. Absolutely not. All countries are developing their defense systems, but this is not a nuclear test.”
    “I would like to remind you of President Putin’s statement, which has been repeated many times: if anyone deviates from the moratorium, Russia will act accordingly,” he added.
    While Trump said he would direct the “Department of War” to conduct the tests, the Department of Energy is the entity responsible for nuclear testing.
    The first Trump administration discussed conducting a nuclear test explosion in 2020, and a senior administration official told The Washington Post at the time that demonstrating the United States could conduct a test would be a useful negotiating tool with Beijing and Moscow.
    But such an escalation could undermine Trump’s recent moves to cement himself as the “peace president,” as he campaigns globally for the Nobel Peace Prize, and to soothe tensions with the United States’ main geopolitical rival.

    President Donald Trump’s meeting with his Chinese counterpart Xi Jinping got off to an awkward start as the president looked lost trying to walk off the stage after the two leaders were introduced.

    Before sitting down together to try to hash out their trade differences during the summit in South Korea, Trump and Jinping greeted one another outside the meeting room and shook hands in front of the U.S. and Chinese flags.

    The diplomatic tour has fueled concerns about the 79-year-old’s health as he has made random missteps and off-script rambles.

    After about a minute of small talk and posing for the cameras, Trump gestured to Jinping to their left and said, “Let’s go.”

    He then looked to someone offstage and asked, “Which way?” before nodding, turning, and walking off to the right instead.

    The confusion came after Trump had insisted that he and Jinping would have a “very successful meeting” despite the Chinese leader being “a very tough negotiator.”

  6. Portland Police Flip the Narrative — Feds Provoked the Chaos

    Portland police testimony in yesterday’s federal bench trial is damning — basically all four witnesses, including the commander, said the federal agents tried to provoke violence during protests that were mostly peaceful and manageable. Their testimony demonstrated no need for the federal escalation.

    Franz Schoening, a commander with the Portland Police Bureau (PPB), testified that federal agents at the Federal Protective Service (FPS)-guarded ICE building in Portland “repeatedly fired tear gas at non-violent protesters.”

    Schoening said that PPB did not observe violence or behavior by protesters that would justify the kind of force used by the federal officers. He said:

    “We didn’t see any violent conduct or behavior that would have precipitated that use of force. It appeared to be triggered by the federal officer’s deployment of that munition.”

    He compared current protests (at the ICE building) with the 2020 George Floyd era protests and made clear this was a “completely different type of disorder” — saying the justification for heavy force is weaker in this case. Schoening testified PPB had switched from its Incident Management Team to “Watch Command” from June 25 onward because protests had diminished.

    Schoening also testified that there were discrepancies between what FPS reported and what PPB witnessed:
    — FPS reported being “barricaded and trapped.” PPB observed officers coming out and using force.
    — FPS reported fires being lit; PPB saw no evidence of that from aerial surveillance.
    — FPS said there were threats to life safety by protestors; PPB said the “threats” were basically people holding rocks across the street.

    Opening statements

    From the city’s side, represented by Caroline Turco (Portland city lawyer), the claim is from June 24 to Sept 27 protests were “calm and manageable” and that Sept 28 marked the pivot when federal officers began using “unjustified force on peaceful protesters.”

    From the federal defense, Eric Hamilton argued that the protestors had used “violence and threatened violence” for months, and that there was a request to the Governor to deploy the Guard which was refused, justifying federal deployment.

    This bench trial will determine whether Judge Karin Immergut’s temporary restraining order preventing National Guard deployment will become permanent.

    Why It Matters
    Yesterday’s testimony directly challenges the federal government’s justification for deploying the National Guard and federal troops. If the local police are saying the protest situation was not out of control (and in fact that federal officers escalated things), it undermines the claim that deployment was necessary under the statutes governing domestic military use.

    I do not know who thinks quoting krasnov is good. He has no clue about anything anymore. He spent a good amount of time staggering around, reminding me of Frankenstein’s Monster, a look of not being in the moment.   9. Craig – Initially I dug out one of my boat percolator pots, useful without electricity. I keep one in the house just in case the power is out overnight. After a couple days I did a search for electric percolators, like we used to have before Mr. Coffee arrived. The jungle site (starts with A) listed several. I picked out Elite Gourmet EC812 Electric 12-Cup Coffee Percolator with Keep Warm, at the time it was cheap. Now $47ish. The only thing that has really changed in fifty plus years is grinding coffee beans. I had been using the swirling blades of death types, which requiring skill to get a decent grind for perc. A few years ago I bought a good burr grinder which produces the correct grind all the time.

    Before we cheer what Judge Sara Ellis did to take this little man down yet another peg, let’s get the backstory on why there was a hearing in the first place.

    Chicago media organizations, protestors and local clergy had filed a lawsuit accusing federal agents of a “pattern of extreme brutality.”

    The fact that Bovino had to come into court to answer for his orders and his actions understandably drew media and protestors, who shouted “Lock him up!” as he strode by them, still dressed in his fatigues. Here’s a clip from that moment. (Warning: strong language.)

    Far from his normal belligerent persona on social media and in interviews, and in stark contrast to how Trump officials have acted while under questioning from Congress, Bovino on the stand and under oath was contrite and respectful.

    While Bovino assured her that he and his forces would comply, Judge Ellis wasn’t satisfied. She insisted Bovino report in person to her at the end of every work day. Federal judges are now quite wise to efforts by defendants to get around court orders and regularly set out compliance terms in their orders.

    Bovino had no questions and left the courtroom. Once outside, however, his braggadocio returned. Bovino used military-like hand gestures to order his forces to depart while protestors jeered and cursed him.

    In early 2021, Bovino sent agents into Kern County for arrests at gas stations and highway stops. Of the 78 people arrested, only one had a criminal conviction.

    Internally, CBP officials raised concerns that Bovino’s love of spectacle resulted in significant work to clean up his missteps, such as posting sensitive law enforcement information on social media.

    In 2022, when Bovino became sector chief in New Orleans, he cancelled a job listing and used a transfer to hire a close white friend while two Black finalists were passed over. An email from the friend compared Bovino to a Confederate general with the New Orleans office filled with Black soldiers from the Union.

    Bovino has popularized the use of “PR videos” within DHS that utilize highly stylized, militant and Christian nationalist imagery to recruit new agents and demonize immigrant communities.

    The city attorney brought out the big guns (video-style) before the lunch break: showing federal law enforcement shooting chemical munitions at a crowd outside the ICE building — and yes, the people reeling included folks from Portland Police Bureau on bicycles — including one who just testified about it during this federal bench trial on whether President Trump can legally deploy troops to the Oregon city.

    Craig Dobson, an assistant chief at the Portland Police Bureau who was among those gassed, testified he would not have trained his officers to fire like that — because he didn’t see indicators that justified that level of force.

    So here’s the kicker: when your own agency says “we wouldn’t do this,” and the opposing side says “they did do this,” asks the obvious question — who exactly is upholding protocol and who just winged it.

    Why This Trial Matters

    Because this case isn’t really about Portland — it’s about whether any president can conjure a domestic “emergency” to deploy troops where governors say no. If the court upholds Trump’s claim of that power, it rewrites the balance between federal authority and state control over their own National Guards. Every protest, disaster, or political hotspot could become a stage for military intervention dressed up as “law and order.” What happens in that Portland courtroom decides whether local consent still matters in a republic built on divided power.

    To date, the government has collected more than $88 billion, paid by US importers, from the emergency tariffs in question.

    From 2025 through 2034, the tariffs would raise nearly $2.3 trillion in tax revenue, shrinking GDP by 0.5 percent and work by 489,000 jobs before accounting for retaliation from trading partners, and increase taxes by an average of more than $1,600 per US household every year.

    Fentanyl tariffs target imports from our three largest trading partners: China, Mexico, and Canada.

    On May 28, a panel of judges at the US International Court of Trade unanimously ruled that the IEEPA tariffs were illegal, a decision that was upheld by the US Court of Appeals on August 29. The tariffs remain in effect while the administration prepares its appeal to the Supreme Court. The Supreme Court will hear oral arguments on November 5.

    So far, evidence shows the tariffs have raised overall retail prices by about 4.9 percentage points relative to the pre-tariff trend. If the Supreme Court upholds the tariffs, we should expect prices to rise even more in the coming months.

    If the Supreme Court strikes down the tariffs, the Trump administration may explore other avenues to impose higher tariffs.

    Section 338 of the Tariff Act of 1930 is a short and ambiguous law that authorizes the president to impose tariffs of up to 50 percent on imports from countries that have “discriminated” against U.S. commerce as compared to what another foreign nation does.

    Section 122 of the Trade Act of 1974 empowers the president to unilaterally address “large and serious” balance-of-payments deficits via global tariffs of up to 15 percent for no more than 150 days (after which Congress must act to continue the tariffs). The CIT mentioned this law as the more appropriate way to address the trade deficit “emergency” that supposedly justified the Liberation Day tariffs imposed under IEEPA.

    …mainstream judges from across the political spectrum both understand the serious economic harm caused by continuing the tariffs (even if they’re eventually refunded) and harbor serious skepticism that a president can unilaterally impose trillions of dollars in new federal taxes simply by declaring a (bogus) national emergency.

    *So, US companies pay the import tax/tariff, which increases the cost of goods…and if the tariffs are found to be illegal and refunded to the companies, the consumer is still out the extra money AND once prices go up, they rarely come down.
