A deferred prosecution agreement (DPA), which is very similar to a non-prosecution agreement (NPA),[1] is a voluntary alternative to adjudication in which a prosecutor agrees to grant amnesty in exchange for the defendant agreeing to fulfill certain requirements. A case of corporate fraud, for instance, might be settled by means of a deferred-prosecution agreement in which the defendant agrees to pay fines, implement corporate reforms, and fully cooperate with the investigation. Fulfillment of the specified requirements will then result in dismissal of the charges.[2]

Since 1999, the United States Department of Justice (DOJ) has set forth guidelines concerning the prosecution of business organizations and corporations.[3] The United States Attorneys’ Manual (USAM) of the DOJ allows consideration of non-prosecution or deferred prosecution of corporate criminal offenses because of collateral consequences and discusses plea agreements, deferred prosecution agreements, and non-prosecution agreements in general.[4][5] Under the U.S. Sentencing Guidelines, a past deferred prosecution will not count toward a defendant’s criminal history, if there was no finding of guilt by a court and the defendant did not plead guilty or otherwise admit guilt in open court. This is in contrast to a deferred disposition, which typically does involve such a finding or admission.[6]
According to professor Rachel Barkow and Anthony Barkow of NYU Law School,[7] there has been a dramatic increase in the use of DPAs and NPAs by federal prosecutors, increasing from 11 instances between 1993 and 2001, to 23 between 2002 and 2005, to 66 between 2006 and 2008. This kind of regulation-by-prosecutor has also occurred at the state level, for example at the New York Attorney General’s Office under Eliot Spitzer and Andrew Cuomo.[7] Outside monitors are appointed in about half of all DPAs.[8]

The US state department has prepared plans to impose bonds as high as $15,000 for some tourism and business visas, according to a draft of a temporary final rule.
The bonds would be issued to visitors from countries with significant overstay rates, under a 12-month pilot program.
The new federal registry notice of the visa bond pilot program is scheduled to be published on 5 August.

As I read about China, what I find interesting is , when they decide to produce something, they don’t just take advantage of their cheap labor but they are so competitive among themselves that the extreme competition drives down the prices even further. They seem to have perfected the free enterprise system within a managed economy. every week it seems to be something new. Last month it was $7000 electric cars, last week it was pharma, Today I am reading about gem grade diamonds close to the price of gravel.

New York, New York – A new poll conducted by Zenith Research and Public Progress Solutions found Zohran Mamdani, the Democratic nominee for mayor of New York City, with a significant lead in the current field of five candidates, attaining 50% of the vote regardless of his opponent.
*Funny, not funny: The Eric Adam’s contingent did a poll with Adams at the top with 25%. Mamdani was not listed…because he polled at 37%, so they just removed his name. We’re going left, folks. I know some of you don’t like Bernie and his wagging finger, but this is the way forward.

The reactor directive orders the agency to solicit industry proposals for a 100 kilowatt nuclear reactor to launch by 2030, a key consideration for astronauts’ return to the lunar surface. NASA previously funded research into a 40 kilowatt reactor for use on the moon, with plans to have a reactor ready for launch by the early 2030s.

On Monday, more than 300 current and former NASA employees signed and sent a letter known as the “Voyager Declaration” to interim NASA administrator Sean Duffy, criticizing “rapid and wasteful changes” at the agency that they say include cuts to programs and research. They also urged Duffy to not implement the proposed cuts and said “they are not in the best interest of NASA.”

The asteroid known as 2024 YR4 is out of sight yet still very much on scientists’ minds.
The building-sized object, which initially appeared to be on a potential collision course with Earth, is currently zooming beyond the reach of telescopes on its orbit around the sun. But as scientists wait for it to reappear, its revised trajectory is now drawing attention to another possible target: the moon.
Discovered at the end of 2024, the space rock looked at first as if it might hit our planet by December 22, 2032.
That data shows that even with Earth avoiding direct impact, YR4 could still pose a threat in late 2032 by slamming into the moon.
.. any astronauts or infrastructure on the lunar surface at that time could be at risk — as could satellites orbiting our planet…
*So, they want to launch a lunar nuclear reactor by 2030, just in time for an asteroid in 2032.
